President Yoweri Kaguta Museveni has called on Ugandans to report individuals misappropriating funds under the Parish Development Model (PDM), emphasizing that the initiative is designed to uplift the poor and integrate them into the money economy.

“I have heard reports of people stealing PDM funds. Why don’t you expose these thieves? Each parish receives Shs 100 million, which is meant to free you from the grip of moneylenders,” the President stated.

He made these remarks while addressing a public rally at Mwizi Secondary School playgrounds in Rwampara East, Mbarara District, as part of his three-day performance assessment tour on wealth creation and the implementation of PDM in the Ankole subregion.

“The money belongs to you; safeguard it at all costs. Police officers who grant bail to thieves will be dealt with accordingly,” he warned.

President Museveni explained the difference between PDM’s revolving fund and exploitative loan schemes, highlighting the financial relief that PDM offers compared to high-interest lending institutions.

He further cautioned against the misuse of PDM funds, particularly for unproductive activities such as alcohol consumption. “Anyone caught using PDM money to drink alcohol will face a 12-month prison sentence, during which they will engage in agricultural labor, benefiting the government,” he stated.

The President also emphasized the importance of distinguishing between development and wealth creation. While infrastructure projects such as roads, electricity, and schools are vital, he stressed that wealth must be built at an individual level through initiatives like the “Four Acre Model,” which promotes diversified farming for sustainable income.

Addressing concerns about school dropouts, President Museveni reiterated that Universal Primary and Secondary Education (UPE and USE) schools are free and warned headteachers against charging additional fees. “Government schools must remain free. Let those who can afford private schools go there, but allow students in public schools to study without financial burdens,” he said.

To support school dropouts, the President highlighted the role of the Zonal Presidential Skilling Hubs, which provide vocational training, accommodation, and other essential services at no cost.

Reflecting on Uganda’s poverty alleviation efforts, he outlined the evolution from programs like Entandikwa, NAADS, and Operation Wealth Creation to the current PDM initiative. “We have allocated about Shs 1.5 trillion to PDM and Emyooga. Instead of using this money for roads, we prioritized the poor to help them join the money economy,” he explained.

Citing success stories, he praised Dr. Florence Muranga from Bushenyi, who, through irrigation, produces 53 tonnes of bananas per acre annually, far exceeding the district’s average of five tonnes.

Dr. Chris Baryomunsi, the Minister for ICT and National Guidance and NRM Vice Chairperson for Western Uganda, commended President Museveni for his dedication to poverty alleviation and national development.

“We appreciate your tireless commitment to peace, development, and economic transformation. Ugandans recognize your efforts in fighting poverty,” Dr. Baryomunsi stated, assuring the President of the leaders’ support in implementing government programs.

The event was also attended by Vice President H.E. Jessica Alupo, Deputy Speaker of Parliament Rt. Hon. Thomas Tayebwa, ministers, Members of Parliament, and other dignitaries.
