Serere District Has Gotten More Than Seven Billion PDM Shillings

Parish Development Model is a government strategy or technique for coordinating and delivering public and private sector interventions for wealth building and employment generation.

Serere district has received more over seven billion Shillings in PDM from the Ministry of Finance, but it has only been able to distribute UGX. 342 Million in the first set of payments. Out of 7,096 recipients recorded in the system, the district approved 1,139 vouchers for payment.

The parish level is the lowest economic planning unit, and the Parish Development Model is a government strategy or technique for coordinating and delivering public and private sector interventions for wealth building and employment generation.

Production, storage, processing, and selling are among its seven pillars, which also include infrastructure and economic services, financial inclusion, social services, mentality transformation, parish-based management information system, governance, and administration.

However, there are a number of issues with PDM implementation, such as claims of extortion, system failures that cause delays, and a lack of the necessary tools and equipment, like computers, in the parishes and sub counties to speed up the registration process.

The Parish Development Committee members of Kateta Parish, Kateta Sub County, in Serere District have been ordered to be arrested by the State Minister for Fisheries, Hellen Adoa Abeku, for allegedly violating and improperly managing the Parish Development Model (PDM).

Adoa, who also serves as the Serere Woman Member of Parliament, was incensed to learn on Thursday that PDM funds had been distributed to fictitious beneficiaries in the villages of Osokotoit and Aisin A.

When the Minister learned that the PDM committee had ignored the villages of Okulukulun and Atapar when choosing recipients for funds, her rage reached a boiling point.
