Members of the public accounts (local government) committee of Parliament have questioned Nansana Municipality officials about the misappropriation of sh217 million in Parish Development Model (PDM) money.
While reviewing the Auditor General’s audit queries on Nansana Municipal Council’s financial statements for the fiscal year ended June 30, 2022, the MPs discovered that while the Municipality was supposed to disburse sh217m to register SACCOs, a total of sh32,848,782 meant for gadgets and tools was diverted to revolving fund for subsequent disbursement to registered SACCOs.
Furthermore, the Ministry of Finance transferred the sh217 million monies to the Municipal Council account rather than the beneficiary PDM SACCO accounts.
Tandeka Festo, the Municipal town clerk, indicated that they had received guidance from the Ministry that a portion of the monies under staff costs, gadgets, and tools be repurposed for the parish revolving fund.
Tandeka stated that the funds were distributed to the 13 PDM SACCOs as directed. However, the deputy head of the public accounts (local government) committee, Paulson Luttamaguzi Semakula (Nakaseke South County, DP), stated that contrary to PDM norms, PDM monies should have gone directly to PDM SACCO accounts in commercial banks.
