Hajji Kakande Urges Bugisu and Bukedi RDCs to Champion Service Delivery for Economic Growth

He urged officials to ensure effective implementation of government programs like the Parish Development Model (PDM), promote security, combat corruption, and support infrastructure development.

Hajji Yunus Kakande, Secretary-Office of the President, has stated that good service delivery is vital to supporting economic growth, eliminating poverty, and improving overall quality of life.

“As public servants, you play a critical role in ensuring that our citizens receive efficient, effective and responsive services,” he told you.

Hajji Kakande made the statements today while officiating at the commencement of a three-day capacity building workshop for RDCs/RCCs, Deputy RDCs/RCCs, Assistant RDCs/RCCs, DISOs, and RISOs in the Bugisu and Bukedi subregions, which was held at the Wash and Wills Hotel in Mbale City.

Hajji Kakande also reminded the participants that RDCs and DISOs are the government’s eyes and ears in the districts, and their leadership and guidance are critical to ensuring that the government’s development initiatives are successful and Ugandans’ needs are met.

He also recommended participants to collaborate closely with other stakeholders, such as local government officials, civil society organizations, and the commercial sector, to oversee government programs such as the Parish Development Model (PDM), which aim to enhance citizens’ livelihoods.

“You should also promote security and stability in your respective districts and work closely with security agencies to address any security threats that may arise,” according to him.

“You should also work to combat corruption and ensure that government resources are used efficiently and effectively. Also, encourage the construction of infrastructure such as roads, bridges, and other important infrastructure that is required for economic growth and development.”

To do this, Hajji Kakande believes that commissioners should be proactive and imaginative in tackling the difficulties in their respective districts.

“You should also be accountable and transparent in all parts of your business. It is critical that you properly convey the many government actions designed to improve the lives of our citizens. As leaders, you play a critical role in promoting these interventions in your districts. Your team activities will serve to raise awareness, foster ownership, and assure the success of initiatives.

Hajji Kakande also urged the commissioners to rally for President Museveni ahead of the 2026 general elections.

“As we approach the 2026 election year, it is critical that we rally our supporters and promote the National Resistance Movement (NRM) agenda in Bugisu and Bukedi.” The NRM party has a track record of keeping its commitments, and we must ensure that our constituents are informed of the accomplishments accomplished thus far. Let us collaborate to guarantee that our people are informed, involved, and motivated to support the NRM in the 2026 elections.”

On the other hand, Hajji Kakande urged the attendees to emphasize security in their respective regions.

He stated that the safety and well-being of Ugandans is paramount, and it is their collective job as leaders to guarantee that residents feel safe and protected.

“I urge you to collaborate closely with security agencies to identify and address the underlying causes of insecurity in this subregion.” It is critical that you engage with communities and urge them to have an active part in promoting security.
